After looking at the exam content outlines, effective January 1st, there are some things that I cannot find in the manual, like for example definition things like "law of large numbers, fraternals, pure risk..."
Could you please tell me where can I find ALL the content outlines? or if you can provide it, what chapter of the manual links to the content outlines?

The state publishes the outline and the state writes/approves the study manual. The state recently made slight revisions to the state outline. I'm sure it's confusing to find the two don't match-up exactly.
