Can someone provide a quick statement regarding the difference in these two coverages and how they are applied. It appears both cover individuals who do not own autos and therefore have no PIP or PAP.

Broadened PIP provides family PIP coverage to someone who does not own an vehicle. Remember that PIP covers resident relatives. In the case of an insured driving a non-owned vehicle, the family would not be covered. Broadened PIP allows for this coverage.
Your PAP allows some coverage when you are driving other cars, i.e. a rental car. When an insured does not have a PAP because they do not own a vehicle, the Drive Other Car endorsement provides coverage for use of vehicles which the employee does not own.
