Unit  3 has a quiz where it asks whose PAP covers an accident if a mechanic is road testing the car. The correct answer is the Owner's policy. I went to the manual and did not find any references in the PAP section(Unit 3) as to how the policy pays when other insurance exist or any other reason as of why it would cover the described scenario.

The only reason I can think of is that the BAP that the repair shop would have, pays in excess for non owned autos...leaving the owner's PAP as primary. Is this the correct reason?

Your reasoning is correct.  The repair shop should have a BAP that would pay for damage to nonowned vehicles in the care, custody and control of the garage.

Please see page 52 in the state manual which states. "There is no coverage for those associated with the business of selling, repairing, servicing, storing, etc..."  in the PAP. This question specifically asks for coverage under a PAP, so the answer would be "the owner's policy).
