Good question!  The manual is published by the FAIA - Florida Association of Independent Agents.  They used to publish an electronic version; however, I just checked their site and there is no mention of the e-version. Unfortunately the state and the schools that offer pre-licensing courses have no control over this. You could contact FAIA with your request.
