How would the PIP apply if the insured is driving a rented car out of the state?...No coverage? Would the insured be fully liable for all bodily injuries to others should an accident occur?

Allende,

If the insured is driving a nonowned vehicle outside of the state of Florida, there would be no PIP coverage.  The insured still maintains all other coverage available through their PAP.  If the insured is at-fault, their liability coverage would pay for BI and PD damage to others.
