Thanks for asking about the materials in the state study manual.  It's good to know exactly what you will accountible for on the state exam.

If you are a 2-20 student, all of the materials in the state manual may be covered on the state exam.  The "overkill" is minimal, if any.  The 20-44 course is only responsible for Personal Lines information, but all of the information in the PL sections may be tested on the state exam.

The state manual is truly your guidebook for the state exams. The more you know and understand, the better you will do on the state test.
