A driver is usually responsible for rear-ending the vehicle in front of them. USUALLY, the 2nd car is responsible for the first car, the third car is responsible for the second car, etc. This is because a driver is expected to have their vehicle under control at all times.
However, every accident will be adjusted based on existing data. This includes police reports, eye witnesses and damage to the vehicles. So there is no right or wrong answer to this question. The insurance companies will decide and I sincerely hope that all vehicles involved have insurance!
