Jamin,
The FL State Study Manual is the authority for the state exam. The state manual updates every year. There are rarely any revisions made during the year, but if changes happen between publications of the manual, OLT receives this information directly from the FLDFS and updates our curriculum. It is an excuse to say that "printed versions don't change as fast." The 26th edition has been out for almost a year and $3M in gross sales for a BOP has been around since at least the 25th edition.
OLT is not perfect and we have sometimes have to rush to "catch-up" with new information, but overall we try to do a good job of making sure our materials match the state materials.
The vendor for the state licensing exam is Pearson Vue. The test developers at Pearson Vue use the state study manual to develop test questions and they update test questions based on the yearly publications in the state study manual. Always use the study manual as the correct information. This is true for any study materials - including OLT.
Best Regards,
Jan
